General update to all Better mods:
Improved Hulls changes:
+Added upkeep for hull upgrades (not that big for now, but might change in future after playing around with it)
+Added tooltips to components which say how much upkeep they cost
+NSC3 version is now in sync with original

Reactor Boosters changes:
+Added upkeep for reactor boosters
+Added small shield hardening which scales with tier of reactor booster
+Added increased shield recharge rate which scales with tier of reactor booster
+Added tooltips to components which say how much upkeep they cost
+NSC3 version is out! And in sync with original
+updated localisation files

After playing with mod a bit I decided what exploration ship improved hulls will be locked behind cruiser hull technologies instead of battlecruiser ones.
