War victory/defeat modifiers now impact Armed Forces attraction as well as soldier and officer political power
IGs won't get opinion modifiers for attacking a country that there exists a Lobby targeting (the lobby appeasement score will handle that)
Deprecated IG opinion modifier for declaring Independence in favor of the Anti-Overlord Lobby mechanic
