Balancing & Tweaks
  • Reduced the tax income gained from the Jeonjeong Tax Policies modifiers
  • The Assert Central Authority button can now be pressed if the ruler is a Vanguardist
  • Yangban Officials no longer gain the Sedo Aristocracy ideology upon completion of the Sedo Politics journal.
  • The duration for the Joined by Bitter Losers modifier the Yangban receives upon completion of the Sedo Politics has been shortened.
  • Journals which checked to see if both the Yangban Officials and Sedo Aristocracy IGs were not powerful will now check if the combined clout of these IGs is below the threshold for powerful IG to close an unintended loophole where certain journals could be completed while still having an aristocrat-dominated government by splitting clout between these IGs in a way that neither of them alone would be powerful.
  • Cheoljong's (Yi Byeon) Peasant Upbringing character trait now adds enactment stall chances and slightly flatly lowers enactment success chance instead of lowering legitimacy. It also now has a larger Nongmin (Rural Folk) approval bonus.
  • AI should now enact Homesteading while Cheoljong is king much less often.
  • Lessened the impact on Lower Strata Standard of Living by the Elitist Prerogatives trait for the Yangban Officials.
  • Joseon now starts the game with the following technologies:

  • The Donghak Peasant Rebellion country now starts with Isolationism upon creation.
  • AI Korea will now use the Righteous Armies decision if they are fighting a strong enemy in a relevant war.
  • Gwangmu Reforms army journal entry completion criteria now checks for either Handcranked Machine Guns or Military Statistics to be researched instead of requiring both simultaneously.
  • AI Korea will now wait to use the Suppress Movements button in the Donghak Peasant Rebellion journal until the last possible moment to maximize its effectiveness.
Fixes & Improvements
  • Fixed misspelling of "Gwanseo" (as in Gwanseo Peasant War).
  • Paul Georg von Moellendorff should no longer wear a monocle under his glasses.
  • The Dreams of Independence journal now allows & facilitates completing the journal with a human player Great Power. In lieu of good attitudes, a prospective supporting GP must have very good relations with Korea.
  • The Dreams of Independence journal now has an event to sign a (mostly) free Support Independence treaty with a relevant Great Power when it would be a good opportunity to do so instead of offering an Alliance or Defensive Pact lobby opportunity.
  • Fixed cases where the Donghak Peasant Rebellion could think nobody contributed to the war, which would prevent the Sino-Japanese War event chain from starting.
  • Korea's overlord during the Sino-Japanese War will now gain humilitation goals against the liberating side to prevent them from immediately abandoning the diplomatic play.
  • The Soldiers' Riot journal entry progress bar tooltip now correctly shows a positive value as bad (red) instead of good (green).
  • Government type triggers tooltip for Korean monarchies no longer display the massive list of hidden variables & conditions used to drive certain low-profile features. They should now only display triggers immediately relevant to the player.
  • "Nationalism" in the A Tenacious People journal is now a technology tooltip.
  • The Donghak Peasant Rebellion and Imo Mutiny (Soldiers' Riot) will now try to avoid spawning wars or starting when the other journal's revolution or the Sino-Japanese War are ongoing to decrease opportunities for Korea to be simultaneously be a war ally and enemy of their overlord.
  • Content in the Donghak Peasant Rebellion and Imo Mutiny related to adding war participants will now block allowing certain countries from joining the war if doing so would turn them into an ally of a country they are currently at war with.
  • Korea will now be immune to revolutions when the Imo Mutiny war is ongoing.
  • The Righteous Armies modifier now slightly reduces expected SoL to help alleviate impact of raising taxes to pay for war goods.
  • The Righteous Armies modifier can now be obtained when Korea is the target of a relevant war goal in any diplomatic play or war they are a participant of instead of being limited to only plays / wars where Korea was the target or initiator of the entire play.
  • Improved handling of excess radicals generated due to the Donghak Peasant Rebellion being annexed after the war.
  • The Donghak Peasant Rebellion war now uses a custom treaty article as war goals (as opposed to trying to do messy work with base game war goals).
  • The event that fires if the peasant rebels win the Donghak Peasant Rebellion war now references the generated treaty by name in the event flavor text.
  • Added a button to the Giryunseol journal entry that allows the journal to be completed early if the requirements for at least one of the completion rewards would be available.
  • Added Community Mod Framework support to the Giryunseol journal entry - if CMF is installed, the journal will display Choe Han-gi near the top of the panel.
  • Added compatibility with the Historical Sprites Mod - KFP will overwrite HSM's colors for Korea in favor of KFP's more dynamic color schemes.
  • There should no longer be instances of "<overlord> sides with <overlord>" when the Imo Mutiny war begins.
  • Updated the ideologies of the political movements added by KFP to match recent changes to the presentation of base game political movement ideologies.
  • Fixed bug where the Dreams of Independence journal would force a pro-country lobby for a relevant Great Power to constantly form and disband due to Paul's IG being marginalized - it will no longer try to form brand new lobbies if his IG is marginalized.

  • Added new "Jeonjeong Tax Policies" journal entry
    • Purpose of it is to add some dividends taxes to make the tax collections efforts in the Sedo Politics journal have an actual gameplay impact since the 1.7 changes to ownership and pop types makes it such that aristocrats do not pay any taxes other than consumption, per capita, and dividends taxes
    • Adds modifiers that add flat, small land & per capita tax rates and a dividends tax rate
    • Journal closes out upon enacting Proportional or Graduated Taxation
  • Added new "A Tenacious People" journal entry
    • Is active any time Korea is subjugated by someone
    • Has certain modifiers that become active depending on Korea's tech progress and who the overlord is
    • Generally makes it harder to lower Korea's autonomy and easier for Korea to gain liberty desire
    • Special modifier for Korea subjugated by Qing China which makes it difficult for the liberty desire to move to reflect historical relations
    • Future mod content will drive some narrative text in this journal entry

  • Fixed the "Queen Dowager" title not being used for Sunwon in the country selection screen and on day 1 of new games
  • The Promote Administrative Reforms button in the Sedo Politics JE now correctly checks that the law you're currently moving away from is Sedo Aristocracy

  • Changed logic for the deaths of Heonjong (Yi Hwan) and Cheoljong (Yi Byeon) - instead of a flat 0.05% monthly chance of dying before their historical death date, they now have exponential curves which rise from roughly ~2% monthly when they take power to 50% monthly odds of dying 1 year before their historical death
    • The flat 90% chance of them dying on or after their historical death dates has not been changed
  • Added a failsafe to regenerate Gojong as heir if his regency is ongoing but Gojong himself somehow vanishes or dies (usually as a result of revolutions)
  • Changed regency completion event such that if Yi Ha-eung (Gojong's regent) is made the leader of his IG, the old leader will become an agitator instead of dying
  • Righteous Army decision will no longer appear during civil wars
  • Righteous Army modifier has been tweaked to bolster the benefits while also increasing the military goods cost to 33%
  • Tweaked the special Korea-specific AI strategies to add pro-independence weights

Potential known issue: Gaining independence as Korea without someone liberating you or transferring you as a subject to someone else other than China may be unreasonably difficult due to the special modifier that severely hampers Liberty Desire adjustments; quick fix will be pushed tomorrow, but for the time being you'll need to sit tight unless someone liberates you, someone makes you their subject, or China shatters

    • Contains similar maluses to some of the political maluses attached to the Sedo Politics journal; the journal's maluses have been scaled down to compensate
    • The Sedo Governance ideology now strongly supports this law and is neutral to Oligarchy
    • The law disappears for the remainder of the game once an alternative is enacted
  • Added new IG ideology: Anti-Aristocratic
    • All IGs besides the Landowners (Yangban Officials), Devout (Confucian Scholars), and Intelligentsia (Silhak Scholars) gain this ideology at game start
