increased steering skill gain more

Rolled back my skill curve changes because it bugged out. So the only thing that remains is my increases to vanilla skill gain. The skill curve remains vanilla.

Due to the Barotrauma EXP update, the old code for modifying skill exp was obsolete and i put in my own prefference for more skill exp now. Updated the description for relative numbers compared to vanilla.
