Added support for spectator mode when the spectator extension mod is loaded

Re-order the HUD bar for the manta so that pylons that can hold similar weapons are next to each other making it easier to quickly toggle all your bombs or torpedoes.

Backport some useful changes from 1.4 beta branch

Very minor change to add the two outer wing hardpoints back to the manta, but disabled by the mod. This allows an additional revolution extras mod the power to enable them again
