Economy Changes
- introduced resource chain (settlements cost upkeep based on what resources they produce)
- idle population generates bonus income across most resources (does not scale with number of provinces)
- reduced enlisted population generation from main settlement buildings (gives more priority to military buildings)
- reduced growth generation from settlement expansions (gives more priority to growth buildings)
- applying replenishment penalty consistently while not having enough resources/population for replenishment

- various factions will be the source of the sea peoples invasion
- providing new "unscripted" campaign challenges for all factions
- selected sea peoples factions will be able to settle and expand (no hordes)
