Fixed california spawn issues

Added berets and ponchos, added support for california spawns, some fixes, probably

added speed bonus to clothes and some backpacks for balancing. you can now counter the penalties of heavy armor/backpacks

Fixed some texture mismatches and errors in item descriptions. Ignore spawntables with 0 weight, its on purpose

Added pouches. Can be used to upgrade vests, or remove them from existing ones. The more, the heavier. Changed camo names to a more neutral approach to fit usage on different maps. All camos should now be available on all maps via the militia spawns.

Added greece spawns, they use the new irish camo for now
