changed random_owned_state to random_owned_controlled_state

this should make it so you can no longer prospect for resources in your states that are occupied by someone else, I realised the problem a long time ago but was too lazy to go change it, sorry

will add coal when the new dlc drops, I do not know about what numbers I'll give it, we will see (probably the same amount as steel?)

Rewrote the code so that it no longer has the appearance of spaghetti.
Functionality-wise, nothing was changed and the code remains the same with 70% less retardation.

messed up the availability requirement last time as well, now it should actually be fixed (it was checking if you had factories and not if you had factories available for special projects before, so you could've spammed all of them if you had 5 factories. Not anymore though)

changed the availability requirement from available civilian factories to number of civilian factories, so the mod should actually work when you're constructing something (it wasn't doing that before, your consturction line had to have factories free)
