- Added latency in the minor faction region hand-off script so that it gives to the minor faction instead of Ogre when Cataph's TEB is on
(Reminder: You can turn the minor faction off if you want Minor gore instead of Dread King minor, and the default MCT value is off)

- Added the Dread King minor faction. You need to enable them in MCT in order for them to spawn
