Fixed custom commandhandling for no collision command

Forgot to add reset for no collision when you go back to title screen

Building collision separated into its own command

disable own command handler if Command Handler is installed

Added a soft dependency of Command Handler as an optional command handler/manager.

Added a map fog toggle command.

Can change all commands to whatever you want to name em.
