-Fixed general portal buggyness.
-Portals can now both teleport and reflect projectiles

Buffed his level 3 damage

Changed DI for some moves to make DIng down less strong against him.
In the zone now costs an air movement
Increased total air movements to 3 to compensate
Don't touch me has less frame data and now depends on the move countered to punish.
Walk is now 8 Frame iasa
Fixed Wait iasa being 1 frame longer than others.
