- minor ref fixes

- updated .dds references to match changes made to traditions names for several of them
- added art for royal physicians & steppe scribes

note : RICE update logs mentions new african traditions, but nowhere to be found so far :s

added art for tradition_RICE_masters_of_the_river

new splashes for all, change image lighting etc to fit the game more.
Art fits the tradition's theme and culture much better as well

added missing art for "RICE_berber_marignal_tribalism"

Removed loc files from mod - no reasons for them to be here anyways , was causing loc errors after updates
