Introducing: Federal Republics!

• 2 New Subject Types for Republics!: Federal Republics and Autonomous Federal Republics.
• Both can be made at any rank, and provide a way to focus your attention on core holdings, granting representation to other areas, and allowing a federative playstyle.

• Both kinds of Federal Republics share the same Head of State as the National Republic
• Autonomous Federal Republics are not in the National Market, provide no convoys, nor do they pay any revenues tax.
• Federal Republics on the other hand are in the National Market, provide 100% convoys, and also do not pay tax.

Where taxes?
• You can Issue a Federal Revenues Tax of +15% for any of the Federal Republics
• You can also Issue a Federal Revenues Subsidy of +15%

• Harmonisation and compatibility with 'Right to Bear Arms' mod

• Harmonisation and compatibility with 'Meat and Mechs: A Bio/Steampunk Mod'.

NOTE: If you play with this mod, it will (likely be) mutually exclusive (incompatible with) the Atompunk mod.
I intend to make a seperate mergemod for them at some point so the techs flow together. Likewise with the 1946 (1950) tech mod, as that is of time of change-note: not updated. It will be perfect for the timeline advancing mods, or post-apoc mods.

DECREES WORKING NOW

So it turns out the game SCREAMS at you if you try to make it conditional for decrees to have an IG be the strongest in government.
It just throws errors saying "Scoped IG cannot be the strongest IG in government, because it is not in the government!"
Even though the check is to see if they in government **and** the strongest.

So now: I just did the more boring but still appropriate implementation: IG needs to be in government and needs to be Powerful

Removed the decrees for now, due to performance issues; will reintroduce once I fix the implementation so it doesn't tank performance.
