PREFACE: I do have balance in mind for my mods, but I know I am influenced by my preference: strong effects, and difficulty. I am a masochist. In any case I am happy to hear your suggestions!

• Getting the boring stuff out of the way: bugfixes and corrections of oversights. Localization, missing law requirements or restrictions, and the like.

• Not quite this update, but one of the snap updates; you'll notice now that the laws are correctly applied to countries through the 00_political_setup file. This way I get to maintain compatibility with alternate setting mods (which is my intention). However, not all tags get the "starting politics" designation, even in vanilla. This leads to my next point:

• NEW STARTING LAWS
Say hello to "Informal Authority", "Unorganized Agriculture" and of course "Urban Sprawl". These laws now emphasize a disorganized state in the political, urban and rural circumstances. These laws do not appear if you do not have them (if you reform out of them or start without them), and they only appear for tags with the political setup as above. If the tag doesn't have that, you'll start with all 3 at the beginning. Which personally is fun.

• Centralization laws are now completely redesigned, most now utilising institutions to simulate the degree to which your state adheres to your stated centralization policy. I intended not to create any "best" laws, but instead they will play to different strengths and expose other weaknesses.
For example: Military Cantons might make you feel safe, but if people are starving, what good is the army?

• Proper revamping of the Land Reform laws, now their effects should feel nuanced and different now. I am looking forward to see how I can integrate these into 1.3!

• LAW TEASE: Discreet Powers! Wow spooky. I hope someone is excited because I am.
