Fix recheck for newly added states not triggering

Update to 1.7
- Added a Mongolian Syncretic Culture
- Added the newly introduced cultures of Mordvins, Bashkirs, Chuvash, Udmurts, Buryat, Luri, Mazanderani, and Chitral to their most fitting syncretic cultures
- Updated the religion swap event for confucianism
- Fixed Indian not being able to be formed by all major indian Tags
- Renamed United Statian back to US American because I cant stand the former lol
