Made the smarter talent have the advanced splicer, altho very slightly nerfed the refine bonus. It's still good, as it's locked away between a troll talent.

Tweaked talents a bit, final maniac talent also has gene related stuff cuz why not. No advanced splicer tho, get a medic! (Might change soon)
Also used the final troll talent in the maniac tree. 3 trolls in total

Fully removed the skillstim, it was broken and didn't work as intended. (Eg. didn't count down and didn't even make you repair faster.)
And plus, there's a 50% repair speed talent anway (even if it's tier 4)
If I missed anything relating to the skillstim please notify me!
Changed starting skills a bit to be more inline with base game/because you start with the gunners helmet. (Reduced weapons max and increased medic overall)

Slight rework for tactical pucs, now uses oxygen a bit faster, but in turn has 2 syringe slots instead of 1.
Might make it use oxygen a bit slower again but keep the 2 syringes and make it cost more.
(2 syringes came from the fpga needed to craft)
