Minor level changes

A couple minor bug fixes.
Maybe nerfed witch hat badge a little? Some people were reporting seeing it damage 2 health, but that was not intentional. I maybe have a fix, but I was having a hard time reproducing it consistently so I can't tell if it's actually working or not.
I also added a new feature that was suggested where it spawns a health pickup when a player dies at the position where they died.
