-Added Roman namelists, nature/modern and medieval/modern hybrid lists. Fixed issue with NSC strike cruiser name lists not being populated. Added basic (untranslated) localization files for all supported languages.

Added NSC2 support. This includes Battle Cruisers, Strike Cruisers, Carriers, Dreadnoughts, and Exploration Cruisers. Note that the prototype exploration cruiser will not take advantage of the namelist, but once you build them yourself they should be able to.
