Reduced mass on containment component and titanium plating to be more manageable.

February 02/16/23 - Reduced small reactor output from 1/9th of the large block to 1/27th to properly account for the volume of space occupied by the blocks. Large block is 3x3x3, small block is 1x1x1, meaning 27 small reactirs fit into the volume of 1 large reactor. Power output should not be greater than 1 large reactor.
