Bugfix for consumption rate not resetting properly on daily on actions

The war in Ukraine is showing how valuable ammo is in industrialized modern conflict. To reflect that, I've made the following changes:

* Increased the cost of ammo (varies, artillery heavy increase)
* Increased the cost of offensive combat from 1.75 to 2
* Increased the cost of defensive combat from .75 to 1
* Lowered the amount of ammo gained from Military Industries from 500 to 250
