Updated Diving Suit.

Added Psychosis Resistance to the Scavenger Diving Suit.
Added a Psychosis resistant balistic helmet.

Added "toolbelt" tag to Toolbelt variants.
Added "mobilecontainer" tag to sonar cargo scooter to match the vanilla cargo scooter.
Also added "mobilecontainer" tag to cargoplasmacutter, for similar reasons.

Updated Scavenger Diving Suit to not use oxygen when the character doesn't breath.
