BBA 1.3.93 - Checksum ac27

BBA 1.3.92 - Checksum 369e

- Czech tanks gotten from a national focus are now convertible
- Made Italian focus "Proclaim the Empire" build forts in Libya
- Soviet gets a little bit more infrastructure from their infrastructure focuses (states that got 1 now get 2)
- UK focus "Fortify Egypt" now builds more forts in Africa
- Added back 4 civilian factories to the UK focus tree
- Added a green tank division icon
- UK focus to annex Iran now spawns 10 20 width units on the border with Iran and spawns in 10 20w units on the border with Iran for the USSR also
