removed friendly fire, fixes to PAP, added jumpscare EE. various minor bugfixes I can't remember.

Fixed box giving the player a gun they were holding and giving multiple wonder weapons.
Fixed UI not respawning after a game over.
Tweaked damage and vox frequency on explosive weapons.
nerfed frequency of on_gib vox.
fixed players being assigned to default pavlov guy or a marine when and ultimus character is available.
Buffed DG-2 range.
Fixed Winter's howl not updating properly.
fixed MG42 not pack-a-punching.
buffed flamethrower.
rebalanced infinite round 1.
nerfed flashy lights when hit or downed.
added a zombie spawn to pack-a-punch room. no more camping!
