Updated to latest MCC version

Chnaged Phantom's searchlight to be less resource intensive (but more flickery)

Added SEV's custom shadow shader (the same one used in the Halo 2 Restored Lighting mod). No more pixely shadows!

-added a functional light to phantom's searchlight (I found a hacky way to do...you don't know how hard this was to get to work)
-changed plasma weapons lighting to be more consistent when firing
-added muzzle flash to scorpion coaxial machine gun
-changed tracers on warthog and scorpion to look a little better
