Added flag and country colour changes for to all the focuses that change country leader
Made the first focuses on each path give 100 of each XP instead of 50
Added supply hubs to the VPs in Libya (they had ports before, so this doesn't really change anything)
Added 35 more steel to each country because I noticed both were running out pretty early on.
