Reduced miscast damage to 0, a set static damage / ap damage is not viable or 'balanced' for all spell casters in the game and units affected by it

Miscast debuff applies only to spell caster and friendly entities very close to the caster (thus disabling weaponization of it entirely) - unsure how to apply the debuff solely to the caster, will have to look into that in the future

Increased duration by 5
reduced AOE to 12
Increased base damage to 250
Reduced AP damage to 150

These values feel 'comfortable', may require further tuning
