Minor Changes:
- Germany can now choose to keep the Imperial Eagle canton on its civil flag.

NEW:
- Italy now gets a specific coat of arms depending on who formed it. Options are: Sardinia, Sicily, Venice and Papal State/Rome.
- Sardinia will now switch to the tricolor after researcing Nationalism.
- Added a war flag for Sardinia that carries over to Italy.
- Added a war flag for the Roman Republic (non-Theocratic Papal States) that carries over Italy.
- Theocratic Italy will always use the Papal variant Italian flag.
- Added a new Communist flag for Italy.

- Gave Prussia a decision to swap to the striped flag immediately.

- Added additional State Flag options for the Peoples Republic of China (PRC) and the Republic of China (ROC).
