Tiny update because I forgot to add the fix to the Brettonian minor settlement at tier 3.

Fixed major settlements in places that can't have walls like Norsca, magical forests, ogre lands and Pigbarter giving field battles instead of minor settlement battles. Also added minor settlement battles to Warriors of Chaos altars.
