Tiny update because I forgot to add the fix to the Brettonian minor settlement at tier 3.

Fixed major settlements in places that can't have walls like Norsca, magical forests, ogre lands and Pigbarter giving field battles instead of minor settlement battles. Also added minor settlement battles to Warriors of Chaos altars.

Fixed High Elf colony building.

Separated Nurgle changes into their own mod.

Nurgle's skaven detection building chain now gives a real garrison and gives walls at tier 3 and 4.

Forgot to add the "no walls in Wood Elf, Ogre or Norsca" condition.
