Fixed a possible crash with tier 0 recruits and very short troop trees in conjunction with the automatic up-tier system

Fixed default values for ATC.settings.xml. Delete ATC.settings.xml to revert ATC to its default settings.

Most important default values are:
- Debug settings all set to FALSE (debug messages may decrease performance on lower end systems or conventional HDDs)
- EliteOnlyInCastleVillages: TRUE- Spawn mechanic for elites set to mimic the Bannerlord default elite spawn, ignoring the notables' powers
- LevelRecruitsUpToTier: 1 - Recruits will no longer be leveled up to 3 automatically. This slipped into the initial steam release and had many people wondering. Sorry for that.

Other fixes:
- If EliteOnlyInCastleVillages is set to FALSE the notables' powers will be taken into account when determining whether a recruit will spawn as elite or not. The formula was correct as @Spy (on Discord) pointed out it was backwards, meaning that less powerful notables had a higher chance of receiving elites. This might have resulted in a lot of elites floating around.
