Fix small issue where cannot make contact with regions next to starting base.

Removed the hard requirement for the CI Contact Chain. Now allows for regions to be contacted by building Radio Towers in adjacent regions. For extreme mode, this can be disabled via config forcing the CI chain to be the ONLY way to make contact.
