- Systems limited to only function underwater won't turn themselves on anymore when in water

- Canto and Chaff names fixed in assembler

- p15 launcher slight increased reload time
- p15 missile damage slightly reduced to bring it in line with the higher tier launchers

- some overal tweaks to reload times on other larger launchers


- resource cost slightly increased on all missiles and torpedos

seems the issue was in keen server code not being up to date with steams workshop code.
should be all good now
