Small bug fix for bad loadout config on the Dark Templar

Small tweak to the Dark Reaper reward class to give it Scanning Protocol at Squaddie. This allows the class to have a Gremlin using ability at all times.

Dark Templar requires the Throw Claymore ability to actually be able to use Claymores. Fixed now.

Small class updates (will require rebuilding existing soldiers to get the benefits, but the classes are still 100% playable without rebuilding):

- Dark Reaper: Added new Squaddie perk that makes the ABC protocols non-turn ending, allowing for a blue-action protocol and a shot.

- Dark Templar: Gave them Claymores as secondary weapon. There is a large disconnect between players and the idea that this unit was using heavy weapon as their secondary weapons. Now has an extra boom, as well as XCOM deck perks to upgrade the Claymore.
