Fixed Knock Knock Bone crafting to properly consume 10 Units of Propane torch

Boneskull Adjustment (Some original values didn't make sense to me)
- Skill Required to craft from Carpentry 7 => Metalworking 1 (Original uses Metalworking items but requires Carpentry?)
- Crafting Knock Knock Bone no longer keeps SheetMetal
- Reduced Propane amount from 20 => 10
- Increased amount of Human Bone required from 5 => 25
- KnockBackOnNoDeath from False => True
- SplatBloodOnNoDeath from False => True
- ConditionLowerChanceOneIn from 15 => 30 (Same values as a hammer since it's consumed)
- PushBackMod from 0.3 => 0.6 (Value inbetween a hammer and sledgehammer)
