- Fixed bug where with certain mods loaded, "potential_MEGASTRUCTURE_DETAILS" and "possible_MEGASTRUCTURE_DETAILS" were buildable for free.

- Moved the code to separate files to be more mod compatible
- Disabled the Hyper Relay "bypass" feature
- Made existing Hyper Relay tech and megastructures no longer fully deleted when loading a save
- Made existing Hyper Relays non-traversable
