* Decreased naval capacity:
- 0.5 naval capacity from soldiers and anchorages
- technologies are now 1/5 that of vanilla
- navy instructor trait now gives 1/6 of vanilla naval capacity
- commanding presence and gfp now provide a percentage bonus to command limit
* Icreased base costs of ships:
- 4x for corvettes, frigates, interdictors, and destroyers
- 2x for everything else
- increased cost, build time, and upkeep of bio-ships
- various other minor changes
