Optimize faction selection code: If you had a lot of factions (like when using RHS) it could take around 20 seconds to load the factions. It now takes less than 3 seconds and runs during mission start so the faction selection UI should be much quicker too.

* Add ai teammate 'previous' loadout option
* Improve when AI teammates revive:
+ AI will only revive if they are not stopped, all players are down, or they are within 10m.
+ AI that were stopped will return to their previous position after reviving
* Fix bug when arsenal was in 'faction' mode it was empty.

Added an option to set the AO size to 'normal' or 'large'. 'Large' will set the AO (Area of Operations) 50% larger without increasing the number of enemy. This helps the enemy spread out a bit more. If the number of enemy still seems a bit too much for the area, try reducing the enemy count from the default 'Autoscale 3x' to 'Autoscale 2x' or 1x as that will spawn less enemy into the zone.

. fix bug in random weapons DLC/MOD only mode
. fix race condition if you die while getting teammate up, game can end even though someone is still up
. global mobilization has railroad crossings defined as buildings, remove them from possible AO locations.
. don't allow hostage or hvt to be underwater
