Accounted for the new PD planet types (I think).

There seems to be an incompatibility with PD special Arcologies and the Permafrost planets.

The regular Ecumenopolis transformation does work.

This patch simply removes the special PD Arcology decisions from the Permafrost capital planet.

- Updated Drow and Silvermoon habitablity lists to include new PD classes, think I got them all.

- Did not fix Elf origins to handle Rare PD worlds right (but did pass on a fix to the EoS team, fingers crossed that it's acceptable)

- Did not fix Alvari ring on size 30+ planets. It's there -- you can see it if you do "planet_size 25" on your homeworld -- the fix would be a bigger model, which I don't know how to do (yet)

Removed obsolete function call.

Changed decisions to adhere to new PD capital / palace arcology workflow, which is two stages of decisions:
- First, a special decision to change your Elven origin capital to one of the regular arcology types (ecu, eco-arc, mil-arc);
- Then, a new vanilla PD decision will appear which modifies your capital building.
