-fixed cardiac arrest state for "new" ace3-now using unit's statemachine instead of directly calling functions

-added 3 variables to tune stim length: STIM_EffectTime_Meld, STIM_EffectTime_B11, STIM_EffectTime_AD (should be definde for each user, if not defined-default value=1. values greater then 1 increase duration, lesser-decrease)
-updated "handmade" stim texture. still no functional for this stimpack

-added B-11N stimpack
-reworked visual effect part (now each stimpack has internal coeff that define how "hard" his timer influence visual effect length)
-added dummy hand made stimpack. for now do nothing
