Fixed localization of effects (bad copy/paste, all the effects were in English, alhotugh the mod should only edit two of them!)

- Projectiles were not changed, since the mod already handle them differently
- T1 minor settlements: always land battle
- T2/T3 minor settlements: 40% to be land battle (sally out), 60% chances to be minor settlement battle (excet for ports, always minor
