Reduced diplomacy/allegiance bonuses on Tzeentch's covenant landmark by 25% (36 → 27)
Added speed and seduction budget bonuses to Slaanesh's covenant landmark.

Fixes:
Slaanesh's covenant no longer loses agent capacity when damaged.

Standardized effect scopes for all factionwide building income mods.
Changed lord/agent recruit rank effect to encompass forces, which should prevent issues with replacing lords, as well as various horde/semi-horde factions' camps.

Balance:
Balance pass for all WH1 and 2 landmarks present in mod.

Growth bonuses from old landmarks reduced by 50% with very few exceptions left untouched.
Maximum PO bonuses from old landmarks reduced by 50% with a couple of exceptions which were untouched.
Improved bonuses from graveyard of the dragons for vampire/dwarf factions.
Removed upkeep reduction effect for tomb kangz version of hag graef mines due to it being silly.
Brightstone mine upkeep reduction is now the same for both Dwarfs and Skaven.
Some other minor tweaks, but most aspects not listed left untouched.
