Startpos changes:

Diplomacy
- Rome and veniti start with non aggression pact instead of defensive alliance.
- Carthage start with an military alliance with Carpetani
- Epirus starts as a client state of Ardeai

Settlements
- Rome start with more fishing ports and temple of mercury on Sicily.
- Carthage, Seleucid and Ptolemy start with developed food buildings (agora, fishing and cattle farms).
- Epirus start with limited recruitment options but more developed settlement.

Armies
- Rome starts with additional hastati, principies and triarii in latium and 2x hastati on sicily.
- Carthage (Hannibal) start with +2x elephants and sacred band hoplites
- Macedon start with additional companion cavalry and pikemen
- Seleucid and Ptolemy starts with additional pikemen.
- Ardeai starts with more infantry for their invasion army
- Pontus starts with additional militia units.
- Boii starts with a full stack encamped somewhere in the Medhlan region.
- Epirus starts with a skeleton army (Recently decimated by Ardeai)

General changes:

- increased the food bonus for imperium 1,2 and 3
- Forum food buildings provide slightly more food
- Supply buildings consume less food.
- Carthaginian infantry is cheaper, late infantry is slightly better
- Upkeep for all units decreased by 5%
- Fortify stance incurs less upkeep cost (more so for Rome)
