- Forming an empire incurs +5% increased upkeep of all troops.
- Forming an empire incurs -10% decreased upkeep of all merc troops
- Slave unrest set to -50% (default DEI)
- Slave income bonus set to -25%
- General upgrade mercenary connection incur -2,-4 and -6% decreased merc upkeep.
- Roman factions infantry recruits all start with +1 chevron.
