Hotfix version 0.3b

- Fixed UAF crashing in Conquest when played as a faction
- Fixed self propelled artillery not elevating properly
- Increased stability of AT weapons in advanced direct control, increased AT weapon accuracy while crouching to be same level as when one is prone or in cover
- Russian T2 and above breeds are now issued with 5.45x39 7N10 improved penetration cartridge and 7.62x54R match grade cartridge for SVD marksmen, 7N23 armor piercing cartridges for Russian Spetsnaz with AK-15s
- Adjusted GRM AI to deploy insurgent cells more often
