The more power is aggregated into fewer hands the greater the penalty(e.g. -10% for Monarchy, -50% Absolute Monarchy), likewise the less organized society the higher the penalty (e.g. -45% Anarchy, -50% Primitive Anarchy). Republic is considered the base and has no penalty.
