Helicopters and VTOLS can now move over coastal tiles without embarking, so they retain any remaining moves and can still attack, etc. However they get a penalty attacking ships because, lets face it, you would not want to be in a helicopter attacking a fully anti-air-capable destroyer or missle boat.
