+ Fix some minor crashes

Pressing issues are still unresolved, now elevated to MAJOR:
Some major unresolved issues with spawning static bases were unearthed:
- Spawning the base to be built part-by-part no longer works, unsure what is messing with it, the handoff to the base spawner is failing
There was some feeble attempt at fixing the "Error Tech" issue, but no wins
- This has to do with the enemy base spawns - something is getting corrupted at runtime while handing the spawn details to the base spawner, making the bases fail to spawn. Error Tech exists to prevent this issue from freezing the whole game's tech spawning system.

Removed "experiments" from backend API.
The terrain should no longer be above EVERYTHING, there should be no more "Abilities" hotbar with a random GSO block icon strapped to it, and most importantly, the wiki should no longer crash IMMEDEATELY upon opening

The Awesome:
++ Non-player teams can now interact properly with eachother. They now can save their state and name as well as relations with other non-player teams. This is to make way for Missions, or maybe even *a bigger mod...*

The Good:
+ It works. Yay
+ Allied A.I. should be mostly functional again
+ Various optimizations.

The Meh:
- UI for AI Select is planned to merge with the vanilla UI wheel while in a non RTS mode - this should mean no more messy detached sub-menu, I hope

The Bad:
- Old saves with the enemy Teams may or may not be botched if you were residing with a powerful ally or neutral. Ooops?

The Ugly:
-- Uhh I didn't get enough time to hunt bugs, so expect bugs, and LOTS of them
-- Enemy base spawning is partially broken due to complex issues, which *might* be due to feature creep, this will receive a fix but enemies should airdrop completed bases for now after paying an up-front cost, and are more relcutant to do so whilist under attack. This may or may not be working as I had to scrap this emergency fix together in under an hour

Immeasurable backend API upgrades & updates:
++ CRITICAL Fixes for 1.5.2
+ Bootup crash handler. This helps debug startup crashes but not for all possible cases!
+ There are now hints and enhanced popups in-game for the various new modules this mod adds
+ New automated in-game WIKI. It auto-compiles data only when needed so it doesn't drain performance.
