Made Base Teams code more secure, this should have made it more reliable and fix the neutral teams issue.

GIGA AI fix update
+++ ErrorTech & related spawning issues have been fixed signifcantly!
++ RTS AI should no longer run away when in combat
+ Bases with conveyors should now be able to spawn in MP

A very big, serious fix to team handling, now there should be less dilly-dally and much more action with the enemy teams
+ Improved UI in Options when NativeOptions is installed - now numbers should be shown.

Updated to 1.6.2
The fixes were hasty:
Some crashes have been mitgated but some may still remain
+++ *might* have fixed the spawning crash - this crash commonly cascaded into other functions of the mod, and even affected Trading Station spawns!
+ Various crashes caused due to name changes of base-game functionality.

Attempt to fix AI being inconsistant:

Neutral AI should work again
The RTS Build Tech Select has been integrated with the vanilla UI
Reworking the command hierachy should permit Techs to reliably be set to the correct AI Setting(?)

Fixed some more issues with AIs reversing
Enhanced algorithm for helicopter flight
- The helicopters should now bounce far less

There remains some issues with the AI base teams not saving and loading properly, at random points during gameplay.
I have yet to reproduce this issue.
Any and all bug reports on this matter would greatly help!
