v4.0 (02-25-22) - Libra Update
-Various internal changes to adapt to Stellaris 3.3 (Libra).
-Royal Absolutism civic now gives +30 Edict Fund and -10% Edict Cost instead of +1 Edict Cap.
-The "Chancellor" option in the "Proclamation of Justice" event gives a unity reward as well.
-The "Estates General" modifier (from the Royal Absolutism special Edict) now gives +100% Edict Fund mult instead of +1 Edict Cap.
-The "Promote Citizen Scholarship" Edict for Lifelong Learning now costs 20 Unity upkeep.
-Supremacist Demagoguery and Boundless Spite civics now give +25% power projection.
-Reciprocal Planning Routines civic gives -10% Empire Size from systems, -20% Empire Size from planets, and -15% Empire Size from districts rather than +20 admin cap.
-Various effects related to influence have either been replaced with unity or augmented with unity.
-Everything modifying admin cap has been replaced with modifiers to the effects of empire size.
