Made electrified debris not solid and gave it a real tesla effect instead of the airboat tracer.

Reverted fix for units taking water when you attempt to spawn them on another unit, which caused all units to be free. Attempted fixing an issue with hotshots that made them fail to fire. Altered selection to (unreliably) work better with units on platforms above one-another.

Altered fighter balance, added Fighter refuel station.

Mortar spawn time 30s > 40s. Fighters now stay in the air until out of fuel or until their move order is cancelled. Fighter HP 30 > 20, Fighter DMG 4 > 6. Siphons now drain energy from one grid to another rather than connecting enemy grids. Siphon cables connecting to enemy buildings hang lower. Electrified debris is more resistant to mortar attacks. Fixed water being taken when you attempt to spawn a unit on another unit/base prop.

Made shredders return 75% of original value instead of 90%, made mortars take 30 seconds to spawn

created some units that aren't yet in use, made it so that mortar shells dont do splash damage and contact damage at the same time
